The ranking whichever way we chose to do it must be robust and stable to small random changes;

This can be fixed by:
1)Having weak links between all the pages.
2)Consider the cross product of Primary and Secondary eigen values(which is always perpendicular to the plane containing Primary and Secondary Eigen vector)
