For a set of clusters ,when we evaluate the Authority and Hub values,after power iteration we realise that the Auth and Hub values of the clusters with smaller nodes dies..(i.e..its not significant as value becomes almost equal to zero).
When using this evaluation, introducing a small random change would disrupt the stability(Example of the case of introducing a link between 2 clusters)
