Typical internet search users enter a phrase query without using any of the boolean operators/advanced features available on most search engines. In this case, the query should not be interpreted as the conjuction or disjunction of the individual words in the phrase as this does not make logical sense.
Instead, the query could be thought of as a "mini document" that can just be compared to the documents in the IR system.
